I doubt it, but this story would seem to indicate so.

Personally, I'd love to see this die, but we'll end up paying for it. Raise our tases please so Billionaires don't have to use their own money. Okay? (note sarcasm)

Only $300 million? Don't they collect about that much per month from WNY in tolls as it is? (note more sarcasm)

Hey Mc, that's probably why are temporary toll went up again. We should get a convoy of a 1000vehicles and blow every toll off from here to Albany in protest. Are you in MC?
