You know it's bad when the US&J is the voice of reason! Why on earth would anyone think that the government can interfere with how an individual pleads in court based on where they live? I mean (seriously) did I miss something, is there more to this that would make it legitimate?

A law like this wouldn't really solve anything. What they need to do look at cases individually and have the judge issue an order (much like he sets bail) that the charges cannot be pleaded down to something else.

This is a simple Constitutional issue--There can be no cruel or unusual punishment--emphasis on unusual. You cannot have different penalties in different neighborhoods within the same jurisdiction.
It's that simple and I know becaue I researched this more than a decade ago about tourists being the victims of crime in Niagara Falls. I had proposed stiffer penalties for "injuries" to tourists property or person. Wouldn't fly because of Constitutionality issue. This Lockport proposal is no different.
