I listened to a lot of your show today - but I think the real reason you will find they eliminated the department was it was the only way that they could get rid of Paul Foster.  Every mayor has tried to get rid of him, including the one that hired him, Tom Rotondo (Scott - check out what Tom thought of him after he hired him).

He was so protected by his union (and don't get me started as to how managers can have a union) that they couldn't do anything with him.  He did absolutely nothing for the youth, no one could work with him. 

It's too bad a dedicated worker like Tony Nemi had to go in order to clean up the mess.  Hopefully the city will find some way to bring Tony back while they dump the garbage that they did.
