Today on Dialog, Scott made the observation that Lockport NY is the only city completely surrounded by its town, and that the only way to exit the city is by passing through the town.
How about if you leave on the Erie Canal?

So have the City of Lockport lines been changed to follow the canal from Pendleton into the city and on to Royalton? As far as I know this section of the canal runs from Pendleton, Town of Lockport, City of Lockport, Town of Lockport, Town of Royalton.

I assume that Jim's thought here is that once you're on the canal, you're not in the city of Lockport - it's state land ... er, water. And you're on state land ... er, water ... until you get off. Wherever that may be. And therefore, you don't "go through" the town of Lockport. A technicality, at best.
Take a helicopter airplane out, build a rocket and blast out or dig straight down and see where you come out....or if you are one of those religious people who believe in god and Santa Claus, die and see where you go.
