The rap music you're describing is the droning rap with an ultra heavy beat that is not so much designed to entertain you, but to attract attention to yourself. The stereo equipment is specially formatted to handle the ultra-low bass frequencies wihout damaging the speakers.
It's not even real rap, it's just annoying. Best rap around is Beastie Boys, RunDMC & Anthrax

I thought I was the only one here that liked rap. Secondly, yes there most certainly IS a noise ordinance, but it's almost impossible to enforce - especially on a moving car.
