While there is already a poll concerning this, I think it requires more discussion.
There a comes a time to admit the impracticalities of life. We seem so eager to see if we can do something, we never stop to think if we should. Someone earlier made a joke about how people in Hawaii should expect to find lava in their kitchen. They are absolutely right. I feel no sorrow for the people who lived in that area who are now homeless. Just like I will feel nothing for the 20 million people killed when the San Andreas fault finally gives and half of California floats off towards Hawaii. Just like I will not weep for the people in South Carolina or Florida when the next killer storm flattens their homes. There are places to settle and places not to. New Orleans was a place not to settle.
I wouldn't. But then, that's also a man-made disaster, which according to official sources, doesn't exist. I'm still waiting for my $2,000 debit card...

I'd have to agree with Phantom on this one. You would have to be INSANE to rebuild and move back to New Orleans after the events of the past couple weeks. I currently feel very little pity for the victims there now. I would have NO PITY if they moved back and this happened again.
Living there, they had to know the risks involved and how unprepared the city was. There have been multiple stories done based on scenarios predicting this very event.
If you move back, you should be forced to sign a waiver: You relinquish all rights to help. If there's another devastating hurricane, you could not expect the government to help your butt again. (If I had lived there and, more so, ignored the MANDATORY EVACUATION put in place by the Mayor prior to the hurricane hitting; no, I would not be expecting the government to come and pick my ass up from my roof. I knew the risks. I didn't listen).
Unless you're suicidal, you don't stand in the middle of a busy street waiting to (ultimately) get hit by a car. And after you got hit by the car once, why would you stand in traffic again???
Why would you purposely live somewhere you knew would be unsafe???
People have got to start taking responsibility for their actions. Living in New Orleans (and staying there a few weeks ago), had consequences. Rebuilding would just be a waste of our countries resources. And proof that we never learn from our mistakes.

For the record I grew up nowhere near Niagara county nor do I currently live there. Also, I am moving FROM New York State (in a matter of days). Why? Because this place is a hole. There are better places to live. I've realized that.
I feel most bad for the animals in New Orleans. They couldn't do anything. If you have children, your number one concern should be their safety. Safety in this case would have been leaving New Orleans.
Much of this is due to poor planning. If you live in that area, you should have your own personal evacuation plan. Perhaps you could budget in bus-fare. Most people here know what to do in case of a blizzard.
Some transportation was provided for poorer people to evacuate the city. Granted, a lot more should have been supplied. Have you seen the arial shots of the city??? ROWS of school buses and numerous cars can be seen all over the place. People CHOOSE to stay. From the N.O. website: "Transportation will be provided to those persons requiring public transportation from the area."
Besides, the topic at hand was primarily, "should New Orleans rebuild"? I say again: Um, NO!!!!!
Our cancer potential has nothing to do with New Orleans' issues. The closest we come to a natural disaster around here is snow. And I'll bet we all have a snowbrush in our house somewhere, right?
I don't know if the levies would of held if they were upgraded because I have no knowledge of such things, but a lot of people seem to think so.
I understand money isn't money when it comes to the government, that this money is for that project & can't be tranferred or what ever excuses they make, but priorities are seriously screwed up.
It's easy to say they were warned, but they apparantly have been saying the levies wouldn't hold for yrs not just a few days before Katrina.
To put things in persepctive alaska is getting a couple hundred million to build a bridge from nowhere to an even lesser nowhere yet the pumping stations from the turn of the century were not upgraded despite many requests.
If they are not going upgrade the levies to handle the flood water's then I say strip the city of anything valuable that is still left & use the rubble to build the worlds largest dry-well.
I doubt the majority of the people relocated to other parts of the country will even bother returning.
Ya know, if they do rebuild, what weould they call it? New New Orleans? That will sound dumb. Maybe Neo New Orleans. Or maybe just the City of Nawlins...
